Strategic Communication

How is Ukraine managing its PR campaign?

27 أغسطس، 2024

Since the onset of the Russia-Ukraine war in February 2022, Kyiv has successfully launched an intensive and effective public relations campaign. This effort, aimed primarily at garnering popular and official support from Western countries, influencing global public opinion, and securing crucial military and economic aid, underscores the importance of strategic communication in modern warfare. Ukraine's adept use of media platforms, digital tools, and various diplomatic channels has helped Kyiv shape a compelling narrative about the war among Western officials and the public. This strategic approach has ultimately impacted the dynamics and course of the conflict over the past two and a half years.

Intertwined Dimensions

Ukraine has effectively managed its public relations campaign since 2022 to rally Western support during the war by utilizing a range of tools. This can be explained as follows:

1- Zelensky's role:

President Volodymyr Zelensky's actions are at the forefront of Ukraine's PR campaign. Leveraging his media experience, Zelensky has crafted a compelling narrative around the conflict, portraying Ukraine's struggle in his frequent addresses to the public, often delivered via social media or television. He has also used these platforms to directly appeal to the international community, framing Ukraine's efforts as a crucial defense of democratic and Western values against Russian aggression. Since the start of the war, the Ukrainian president has relied on shared democratic principles and the moral imperative to support Ukraine during his international tours. He has made several key visits to the United States and various European countries, including Germany, France, and England. Additionally, he has participated in European Union and NATO summits and meetings to emphasize Kyiv's need for military aid and Western economic and political support in its confrontation with Russia. These efforts have typically been met with Western commitments to increase financial and military assistance.

2- Utilization of social media and digital platforms

Social media has emerged as a key element in Ukraine's public relations strategy. By leveraging platforms such as X (formerly known as Twitter), Facebook, and Telegram, Kyiv aims to provide real-time updates and narratives about the course of events to both domestic and international audiences. This approach ensures that the Ukrainian perspective on the war and its key moments is highlighted. Additionally, it seeks to mobilize supportive popular movements, amplify the voices of the Ukrainian diaspora, and keep the conflict in the global spotlight.

3- Engagement with Western media:

Ukraine has focused on facilitating access for journalists from major global media outlets to cover the war from the front lines. This strategy ensures that the coverage highlights Ukraine's resilience against what it portrays as unjustified Russian aggression, making the Ukrainian narrative of the war more engaging for Western audiences. Additionally, Ukraine periodically organizes interviews with high-ranking officials, including President Zelensky and Foreign Minister Dmytro Kuleba. The timing of these interviews is carefully chosen to coincide with significant moments in the conflict, ensuring that Ukraine's messages reach Western audiences and help secure ongoing solidarity and support from the West.

4- Roles of lobbying groups:

Various estimates agree that lobbying groups in the United States are actively working to persuade members of Congress to continue and intensify U.S. military and financial support for Kyiv. These efforts are led by prominent figures, such as businessman Richard Edelman, Ukrainian government lobbyist Daniel Vajdich, SKDKnickerbocker's CEO Steven Krupin, and Shay Franklin, founder of Your Global Strategy, a lobbying and communications firm known for his connections with Jewish and Zionist organizations.

In the same context, Ukraine has enlisted the help of several consulting and public relations firms to assist in garnering international support and influencing global public opinion during the war. Some of these firms include:

● Edelman:

This leading American public relations firm has played a significant role in supporting Ukraine by leveraging its extensive expertise in strategic communications and media relations. The company has focused on managing prominent media campaigns and securing appropriate media coverage to amplify the Ukrainian narrative. This has been achieved by coordinating press briefings, facilitating interviews with Ukrainian officials, and crafting impactful content that highlights the consequences and negative impact of the conflict on global security. Additionally, on certain occasions, Edelman has drafted public speeches and statements for Ukrainian leaders, ensuring that they align more closely with Western democratic values.

● SKDKnickerbocker:

This prominent American consulting firm, specializing in public affairs and political consulting, has close ties to the Biden administration. It has played a crucial role in supporting Ukraine by assisting the Ukrainian government and its allies in crafting and disseminating messages and narratives about the war to Western audiences. The firm has also highlighted certain human rights violations by Russian forces in its campaigns, aiming to mobilize public opinion and support Western pressure on Russia. Additionally, SKDKnickerbocker has leveraged its extensive network within American political circles to advocate for increased support for Ukraine, secure critical aid packages, and maintain bipartisan support for Ukraine in the U.S. Congress. Its approach has contributed to sustaining a strong and unified Western front in support of Ukraine against Russia.

YourGlobalStrategy:

This strategic consulting firm is known for its strong connections with the Jewish community. The firm actively supports Ukraine by networking with Ukrainian officials to enhance and redirect their diplomatic efforts. It also provides an effective platform for engaging Jewish communities and Israel in supporting Ukraine. Additionally, YourGlobalStrategy has played a key role in encouraging Jewish leaders and communities in the United States and Europe to provide political and military support to Ukraine, thereby bolstering Ukraine's position on the global stage. The firm has coordinated with various Jewish organizations and relief agencies to provide food, medical supplies, and financial assistance to displaced individuals, particularly Ukrainian Jews, as a result of the war.

● BGR Group:

This leading public relations and lobbying firm based in Washington, D.C. has played a significant role in supporting Ukraine by advocating for increased U.S. and international aid within Congress amid the ongoing war. The firm has worked closely with Ukrainian government representatives and allied organizations to ensure that Ukraine's needs remain a priority for U.S. policymakers. This support has included coordinating media communications and organizing and facilitating high-level meetings between Ukrainian and American officials.

Ukrainian Gains

The public relations campaign launched by Ukraine at the beginning of the war has achieved several significant gains, strengthening its ability to withstand ongoing Russian military superiority and pressure. Notable achievements include:

1- Military support:

Ukraine's public relations campaign has played a crucial role in securing extensive military support from Western countries. This support encompasses advanced weaponry, training, intelligence sharing, and logistical assistance. The United States, NATO members, and the European Union have provided billions of dollars in military aid, including anti-tank missiles, air defense systems, drones, and artillery. Additionally, international financial institutions and Western governments have contributed billions in economic aid, loans, and grants to help Ukraine manage the economic pressures resulting from the war. According to the latest statistics from the Kiel Institute for the World Economy, the United States remains the largest provider of aid to Ukraine, with a total allocation of €75.1 billion, including military aid amounting to €51.6 billion. Germany comes second with €14.7 billion, the United Kingdom (€13.1 billion), Japan (€9.1 billion), and Canada (€7.2 billion). Overall, Europe—comprising European Union institutions, member states, as well as the United Kingdom, Norway, Iceland, and Switzerland—has allocated a total of €110.2 billion, with nearly half of this amount (€51.5 billion) dedicated to military assistance.Humanitarian Aid
The Ukrainian campaign has effectively highlighted the humanitarian crisis, leading to a massive influx of aid from Western governments, non-governmental organizations, and international bodies. It has ensured that Ukrainian refugees receive support and protection in host European countries, which have offered asylum, social services, and integration programs.

2- Media coverage:

Despite the conflict's prolonged duration and its overlap with other global conflicts and developments since 2022, Ukraine's public relations efforts have successfully kept the conflict in the global spotlight by ensuring continuous media coverage.

3- Boosting morale:

The campaign's success in rallying extensive Western support has significantly boosted the morale of the Ukrainian people and strengthened the legitimacy of Ukraine's resistance against Russian forces. This support has also enhanced Ukrainian national identity, fostering a sense that Ukraine is a modern symbol of resistance.

Implications of the Ukrainian Campaign

The effectiveness of Ukraine's public relations campaign in rallying Western support reflects several implications for the management and conduct of modern wars, which can be summarized as follows:

1- Power of strategic communications:

The Ukrainian public relations campaign has highlighted the crucial role of strategic communications in modern warfare. The ability to shape narratives, influence public opinion, and mobilize external support has become as important as traditional military strategies and tactics. This underscores the effective use of communications and public relations in conflict situations to complement military efforts and achieve strategic objectives.

2- Globalization of war narratives:

Ukraine's efforts have demonstrated how war narratives can be globalized through digital and social media platforms. Ukraine's ability to promote its plight and rally extensive Western support has shown that in the current digital age, conflicts are not confined to their geographical locations but can be fought on multiple fronts, with significant repercussions and impacts on the global stage.

3- Role of leadership in communication during crises:

President Zelensky's role in the public relations campaign highlighted the impact effective leadership can have in crisis communication. His direct appeals, emotional speeches, and continuous media presence humanized the conflict, making the Ukrainian cause a personal issue for broad Western audiences.

4- Impact of Public opinion on International policy:

Ukraine's campaign, especially in the early stages of the war, demonstrated how mobilized public opinion can significantly influence government policy. The ability to sway Western public sentiment contributed to sustained political and military support for Ukraine, highlighting the power of public opinion in shaping foreign policy decisions.

Despite the effectiveness of Ukraine's public relations campaign launched in February 2022, its ability to maintain Western financial and military support—amid occasional reports of waning Western enthusiasm—will depend on Ukraine's continual adaptation of its narrative to align with public sentiment and shifting politics in Western circles. This is particularly relevant as the U.S. presidential elections approach and because of the potential for Donald Trump to win the race. Additionally, Kyiv will need to highlight significant successes and field breakthroughs impacting the course of the war to convince Western nations that substantial aid packages are making a real difference on the ground.
